Five nabbed in Guadalupe drug bust

Five persons were arrested in a buy-bust operation along Englis V. Rama Ave. in Barangay Guadalupe, Cebu City past 5 p.m. Thursday.

Rhea Calvo, 33, who was the subject of the operation, was arrested together with her cohorts, Maricel Caballes, 33; Jake Endiola, 20; Cromwell Nacua, 46; and Ruel Ponteras, 44, all from Barangay Guadalupe.

SPO2 Leo Gallego of Guadalupe police precinct said they conducted the operation after a concerned citizen told them about the illegal activity in the area.

Last June 2017, Calvo and her live-in partner, Nolram Maning, were caught selling illegal drugs by the authorities.

Calvo was released after posting bail for her temporary liberty.

Gallego added that Calvo got the illegal drugs from her live-in partner, who is now detained at Cebu City Jail.

Confiscated from Calvo’s possession were three medium-sized and one small-sized of suspected shabu with an estimated street value of P188,000.

The arrested persons are now detained at Guadalupe police precinct pending the filing of drug charges against them.

Barangay Guadalupe residents fail to vote due to clustering issues

Several voters from Barangays Guadalupe complain the unorganized clustering of voting precincts in Guadalupe Elementary School.

Nita (real name withheld) said she accompanied her live-in partner to look for his precinct since 8:00 a.m. today (May 14).

“Alas 11 na wala pa kabotar tawun akong kapuyo. Wala pa gyuy taga Comelec among maduulan (It’s already 11 a.m. and my partner has not voted yet. There’s no one from Comelec we can approach),” she said.

Nita said her live-in partner, who is a resident in Barangay Guadalupe, belonged to precinct No. 0336.

But she claimed that they cannot locate Precinct No. 0336 both in Ramon Duterte National High School and in Guadalupe Elementary School.

Barangay Guadalupe, the largest barangay in Cebu City, has the most number of voters with over 60,000 voters.

There are 41, 884 regular voters, while 13, 459 are voters for the Sangguniang Kabataan (SK) elections.

Voting precincts will close at 3:00 p.m. today.

Nurse stabbed to death in Guadalupe

A 28-year-old registered nurse was stabbed to death inside her rented room along V.Rama in Barangay Guadalupe Cebu City past 9 a.m. today (May 15)

She sustained several stab wounds in the body.

SPO3 Rommel Bangcog of the Cebu City police homicide section said that they are eyeing a personal grudge as the possible motive in the killing.

The police authorities are now conducting an investigation to identify the identity of the suspect.

2 men nabbed in Guadalupe drug bust

Two men were arrested in a buy-bust operation in Barangay Guadalupe, Cebu City on Monday evening, June 4.

SPO1 Leo Galiego of Guadalupe police station identified the suspects as Michael Cabatas, 38, a resident of Sitio City Central in Bario Luz and Rodel Luna, 30, from Barangay Bulasa in Argao town, southern Cebu.

Galiego said that they conducted the operation after they received a report about their illegal drug trade.

Confiscated from them were P206,00 worth of suspected shabu.

The arrested persons are now detained at Guadalupe police precinct pending the filing of drug charges against them.

P1.2 M drugs seized in Guadalupe drug bust

More than P1 Million worth of illegal drugs were seized from a high-value target during a buy-bust operation in Barangay Guadalupe, Cebu City on June 7, Thursday evening.

Police identified the suspect as Ukihiro Abella Zosa, 25, who was arrested during a buy-bust operation conducted by the Drug Enforcement Unit of Fuente Police Station. The operation was led by Police Insp. Gomersendo Mandawe, the Deputy Station Commander of Fuente Police.

Seized from the suspect were five medium and four large packs of suspected shabu worth P1.2 Million.

Mandawe said that the suspect was on their watch list as he was considered to be a high-value target.

Zosa is now detained at the Fuente Police precinct pending the filing of charges against him.

Two arrested in Guadalupe drug-bust

Two persons were arrested in a follow-up drug operation at Happy Valley in Barangay Guadalupe, Cebu City at 4 a.m., Thursday (August 2).

Senior Insp. Eduard Sanchez of the Guadalupe Police Station identified the suspects as Joeriel Sonsona, 30, from Barangay Labangon; Arman Cebial, 33, a resident of Barangay Calamba.

Sanchez said that they caught Sonsona and Cebial after the information provided by two arrested female drug users.

Police confiscated suspected shabu with an estimated worth of P106,000.

The arrested persons are now detained at Guadalupe police precinct pending the filing of drug charges against them.

Guadalupe fire burns five homes

At least P75, 000 worth of properties were burned in a fire which hit a residential area along V. Rama Avenue corner L. Bacayo Street, Guadalupe, Cebu City at 7:02 p.m. today.

The fire which was believed to have started at the residence of a certain Juliet Casquejo also spread to nearby houses owned by Boy Cabusas, Mildred Paculanag, Avangeline Gimena and Feliciana Mabatid.

Fire Chief Insp. Noel Ababon, head of the Cebu City Fire Department, said the fire was raised to second alarm after seven minutes of firefighting and before it was placed under control at 9:20 p.m.

No one was reported injured during the fire.

4 houses razed in Guadalupe fire

Four houses were burned down in a fire that hit a residential area in Sitio Banawa in Barangay Guadalupe on Saturday morning, August 25.

Chief Inspector Noel Ababon, Cebu City fire marshall, said that the alarm was received at 9:12 a.m. and was raised to 3rd alarm eight minutes after.

The fire was declared out at 10:33 a.m.

Damage was pegged at P150,000.

Ababon also said that they are still investigating the cause of the fire.

Habal-habal driver shot dead in Guadalupe

A habal-habal driver was shot dead by unidentified assailants in Buena Hills, Barangay Guadalupe, Cebu City.

The victim was identified as Kokoy Gabutan, 24, who succumbed to gunshot wounds on his body.

Police are now conducting a hot pursuit operation and also conducting an investigation to determine the cause of the attack.

Man found dead in Guadalupe

Cebu City, Philippines – A man believed to be in his 50s was found dead at the roadside along V. Rama Extension in Barangay Guadalupe on Tuesday morning, Jan 1, 2019.

Police from the Guadalupe Police Station identified the man as Jerry Sangguad, a resident of Modesta Street in Barangay Guadalupe, Cebu City.

The Police said that the man was already in a state of decomposition when he was found.

Senior Inspector Lucia Diaz, Deputy Precinct Commander of the Guadalupe Police Station, said they didn’t find any signs of foul play after their initial investigation.

According to Diaz, Sangguad was seen sitting at the roadside, allegedly intoxicated, on Monday night.

On Tuesday morning, bystanders noticed that Sangguad was already lying on the ground with no pulse.

Police was notified at around 7 a.m.

Commercial vessel to ferry Sto. Nino, Our Lady of Guadalupe images in this year’s fluvial procession

CEBU CITY, Philippines – The images of the Sto. Niño de Cebu and the Our Lady of Guadalupe will sail down the Mactan Channel using a commercial vessel in this year’s fluvial procession.

Fr. Ric Anthony Reyes, OSA, spokesperson of the Basilica Minore del Sto. Niño, said that Roble Shipping Lines was chosen by the Augustinian fathers — the caretakers of the image of the child Jesus and the centuries-old church — to prepare the “galleon” replica for this year’s sea procession scheduled on January 19.

He said that at least four other shipping companies expressed willingness to lend their ships for the fluvial procession.

But Reyes said they could only choose one vessel to carry the sacred images.

In the 37-year history of the fluvial procession, the family of the late Ernesto Ouano Sr. of Mandaue City provided the yacht or galleon replica for the Sto. Niño and the Our Lady of Guadalupe.

In 2018, however, the Augustinian fathers of the Basilica Minore del Sto. Niño decided to give other ship owners the chance to ferry the sacred images.

The Navy was subsequently chosen to transport the images of the Sto. Niño and the Our Lady of Guadalupe back to Cebu City during the sea procession last year./dcb

Traslacion: Prelate says Sto. Niño truly the magnet of love as thousands welcome Holy Child in Mandaue

MANDAUE CITY, Philippines — “The Child Jesus is truly the ‘batobalani sa gugma’ or the magnet of love.”

Msgr. Daniel Sanico, team moderator of the National Shrine of St. Joseph, said this during his homily of the Mass to welcome the image of the Child Jesus and the Our Lady of Guadalupe, which would stay in the Shrine for a day.

“Despite adversities and problem, people come to him and make sacrifices to pay homage to the Señor Sto. Niño,” said Sanico, who also witnessed the thousands of devotees who attended the Mass to welcome the Sto. Niño on Friday, January 18.

Chief Inspector Aldrin Villacampa, chief of Mandaue City Police Station 1, said at least 10,000 people arrived at the church during the Mass for the arrival of the images. 

The images left the Basilica after the Misa de Traslacion at around 7 a.m. enroute to the National Shrine of St. Joseph in Barangay Centro, Mandaue City.

The motorcade carrying the images of Señor Sto. Niño and the Our Lady of Guadalupe traversed M.J. Cuenco Avenue passing by Barangays Tejero, Lorega, Hipodromo and Mabolo.

Residents in the area where the motorcade passed by flocked to the side of the streets bringing with them their replicas of the Holy Child and the Blessed Virgin Mary,  balloons and even children dressed like Señor Sto  Niño.

Some made altars in front of their houses where they display different images of the Holy Child.

The images were turned over to the Mandaue City government as the motorcade reached Barangay Subangdaku here around 8 a.m.

In Mandaue, a larger sea of people stood outside the business establishments and schools to wave their hands to the images as these passed by them.

Several groups of residents, workers and students from the schools along the parade route even wore costumes and danced to the traditional Sinulog beat.

Sound systems, which reverberated the song Batobalani sa Gugma also known as Gozos, were also put up by residents along the parade route.

The traslacion parade arrived at the National Shrine of St. Joseph at around 8:40 a.m. and was warmly welcomed by the devotees through  a Sinulog dance at the churchyard.

Traslacion, the Spanish word for ‘to transfer’, is done every year to unite the Holy Family: Señor Sto. Niño, his mother the Our Lady of Guadalupe and foster father, St. Joseph.

A Mass officiated by Msgr. Sanico was celebrated at the Shrine to welcome the Sto. Niño and the Our Lady of Guadalupe.

After the Mass, devotees started to queue outside the church for a chance to kiss the images of the Sto. Niño and the Our Lady of Guadalupe. The line of devotees looped until the road outside the church.

Villacampa said security measures were all in place to make sure that the devotees, who lined up for a chance to venerate the images, would be safe.

The images will stay at the National Shrine of St. Joseph until tomorrow dawn where the images of the Our Lady of Guadalupe and Sto. Niño will be transferred to the Our Lady of the Rule in Barangay Poblacion, Lapu-lapu City before the images will be brought back to the Basilica through the Fluvial procession.

Meanwhile, Mandaue City Mayor Luigi Quisumbing, who took part of the Traslacion since the turnover of the images in Subangdaku, said this year’s transfer of the images had been “the smoothest I’ve witnessed  so far.”

“I will have to congratulate the police and RD [Debold] Sinas. This is so far the smoothest traslacion that we had, and I’ve heard that RD Sinas actually got a personal hand on this,” Quisumbing said in an interview after the Mass./dbs

Akrho, Tau Gamma join Guadalupe’s Banauan Cultural Group as propsmen

CEBU CITY, Philippines – Choreographer Cliff Yunson Racuya was pleasantly surprised when members of the Alpha Kappa Rho (Akrho) and Tau Gamma Phi (Tau Gamma) approached him and expressed interest to join Barangay Guadalupe’s Banauan Cultural Group.

“We feel so blessed that we we’re able to unite the two fraternities for one mission, to perform as an offering to the Holy Child. It is a great manifestation that we are one in our faith to Christ,” he told Cebu Daily News Digital.

Racuya said half or around 65 of the contingent’s 130 props personnel are members of the two fraternities.

The unity and harmony displayed by these two fraternities, which has long been embroiled in gang wars resulting to several casualties, is a welcomed news for the group.

The fraternities’ participation in Sinulog 2019 sits well with the contingent’s performance theme that involves guardian angels.

Since the dance is an offering to Señor Sto. Niño, Racuya said it was a conscious decision for the creative team to focus on a theme that will serve as a platform to teach faith to the audience.

Racuya said this year’s presentation is a continuation of their 2018 performance which depicted the Seven Sacraments.

The concept also pushes forward the cultural group’s motto of “We Dance to Honor, We Dance to Evangelize.”

“This year, we aim to revive the people’s awareness of our Guardian Angels, that the Sto. Niño, because of his great love for us all, has sent us angels to guard and watch over us everyday,” he said.

Racuya said the concept is a result of a brainstorming session with John Guaren and Dean Sagrado.

“Mr. Guaren suggested the story after his short stay as a volunteer at the Ateneo de Manila University Grade School,” he shared.

Racuya said the story is based on a miracle that happened at the old Ateneo campus in Intramuros which was attributed to the intercession of the guardian angels.

Sagrado helped in developing the concept of the whole dance.

Racuya said they became each other’s sounding boards after their participation in Sinulog 2018.

“The three of us continued to pitch in ideas to help deliver our concept solidly. As choreographer, I was assisted by my dance masters in translating the concept into a dance presentation,” he said.

Rehearsals

Racuya, 40, said this was the third time for Barangay Guadalupe to participate in the Sinulog Festival.

The contingent bears the name “Banauan,” which Racuya said was the old name of Barangay Guadalupe.

In present time, the barangay has a sitio called Banawa.

Racuya said they started practicing for their Sinulog 2019 participation on the last week of October 2018.

The early start was done to give performers ample time to participate in rehearsals because the barangay’s fiesta celebration usually happens on the second week of December.

Practices are usually suspended during the barangay’s fiesta to give way to local festivities.

Racuya said they started developing the 2019 concept right after Sinulog 2018.

“We tried as much as possible to achieve a clear delivery of our story. More importantly, our goal in our presentation is to show authentic and sincere veneration to the Sto. Niño,” he said.

A well-prepared team bonded by prayer and faith, Racuya said they had a send-off Holy Mass last January 11 to prepare the performers spiritually for the Sinulog sa Barangay held last January 13, and the Sinulog Grand Parade to be held today, January 20.

Racuya said the contingent has 80 dancers with equal numbers of male and female participants. The contingent has 16 ritualists and 130 props personnel.

“Our dancers were chosen through an audition/screening process held last September. They were chosen based on their dedication and dancing skills,” he said.

The youngest dancer is 14-years-old, while the eldest performer is 35-years-old.

Authentic

For Racuya and his creative team, the Sinulog Festival is the perfect platform to spread the word of God.

“Our creative team’s original vision was to utilize the Sinulog as an instrument of catechesis and evangelization. We believe that our talents are God-given and our Sinulog presentation is, for us, one of the best offerings we can give to God in return for all the graces He has given us,” said Racuya.

While the contingent is supported by Airswift Transport, Inc., Racuya said they were also faced with financial challenges.

“Fortunately, some people came to lend us money since we assured them that the money would be paid once the subsidy would be released,” said Racuya.

He was referring to the P400,000 financial subsidy from Sinulog Foundation, Inc.

“We also negotiated with some stores so that we could purchase the materials needed for our props, on condition that we pay them later,” he added.

Thankfully, they did not have a difficult time in looking for performers.

With three years of experience in the Sinulog sa Barangay category, Racuya said he learned to surrender his doubts and fears to Señor Sto. Niño.

During the Sinulog sa Barangay last January 12, Banauan Cultural Group won second place in ritual showdown and fourth place in Best in Musicality.

“We never expected it. We wanted to win but winning would just be a bonus. I learned to surrender everything to the Santo Niño and believe that he will continue to work miracles in my life,” he said. /dcb

Cebu City residents urged: Avail of free anti-rabies shots for your pets

CEBU CITY, Philippines — Cebu City residents are encouraged to avail of the free rabies vaccination offered by the Cebu City Department of Veterinary Medicine and Fishery (DVMF).

Dr. Alice Utlang, DVMF and the City Pound head, told Cebu Daily News Digital in a phone interview on Sunday, February 17, that since January, they had been conducting free vaccination for cats and dogs in high-risk barangays as part of their program for a rabies-free Cebu City.

Nine barangays have been identified as high-risk for rabid dogs. These barangays are Barangays Guadalupe, Kalunasan Lahug, Punta Princesa, Bulacao, Inayawan, Mabolo, San Nicolas, and Pahina San Nicolas.

Utlang said that the among the nine barangays, Guadalupe had posed the highest risk since along with it having the largest human population in the city, it also had the largest population of cats and dogs.

She said that the problem of unvaccinated dogs could pose a danger to humans or residents in the area because rabid dogs could infect humans through biting.

Utlang said that through the vaccination program, which is a partnership with the Department of Agriculture and the Humane Society International, DVMF was hoping that Cebu City would be rabies-free by 2020.

“Ato gyod gipaninguhaan nga zero-rabies ta. Kay kung rabies-free ang Cebu City, di na ta maworry if naay mapaakan kay kahibaw ta nga vaccinated na sila,” said Utlang.

With over 167,000 dogs in the city, Utlang said that it was still a long way to go from the status quo to rabies-free Cebu City, and so she was hoping the barangay would cooperate with the projects.

Teams from DVMF will be going to the barangays and will make house to house rounds to vaccinate the pets in the area.

They will be in Lahug on February 18 to 21; Punta Princesa on February 22, 26 to 28; Bulacao on March 1 and 4; Inayawan on March 5 to 6; Mabolo on March 7 to 8 and 11; Basak San Nicolas on March 12 to 15; and Pahina San Nicolas on March 18.

Meanwhile, Utlang said that people should look out for rabid dogs to avoid them.

Dogs with rabies often display changes of behavior and fear of water.

These dogs also die shortly after biting a prey or a human.

Humans, who are bitten by any dog, should be treated immediately with rabies shots./dbs

Guadalupe River Clean Up: Too much garbage, very few volunteers

CEBU CITY, Philippines–The third and last leg of the Cebu City Environment and Natural Resources Office’s (Cenro) massive river clean up did not gather as much support as expected.

Nida Cabrera, Cenro head, said that of the 5,000 volunteers who made a commitment to join this morning’s clean up, less than 1,000 showed up.

Cabrera said that the volunteers who came were overwhelmed by the volume of garbage which they found on the Guadalupe riverbank.

She said that the volunteers only cleaned portions of the  river’s eight stations during the duration of the clean up from 6 a.m. to 10 a.m.

“Grabe gyod kahugaw. Nagtipun-og ang basura ilawm sa mga bridge,” said Cabrera referring to the vicinity of the Sandayong, Haarlemmermeer City, M. Velez, B. Rodriguez, P. Del Rosario, Guadalupe, Sanciangko, and Topaz bridges that are located along the river’s 42-kilometer stretch.

Too tired to continue, Cabrera said they called off the Guadalupe River clean up after four hours of work.

Cabrera said the volunteers were also discouraged by the very foul smell of the river which they likened to that of a dumpsite.

She said that even if Cenro would conduct weekly clean ups, they will never be able to clean the Guadalupe River if residents would continue to dispose their trash into the water body.

“Dili ni madala ug limpyo lang. Kinahanglan mo undang na ang mga tawo ug panglabay dinhi (Guadalupe River) kay sobra na gyod ang basura dinhi,” said Cabrera.

The Guadalupe River was already the third water body which Cenro, employees from other government agencies and volunteers cleaned in the last three weeks. They also cleaned the Bulacao River on February 23 and the Lahug River on March 9.

Cabrera said that the river clean up which the City initiated allowed them to also assess the state of three of their major water bodies.  With the “gorry” outcome of their clean up activities, the city government will have to plan their next action to address the massive pollution of its rivers.

The Department of Environment and Natural Resources (DENR) has given the Guadalupe River a Type C classification which means that it is no longer sage for drinking or bathing. /dcb

Amid ‘rape’ of two girls, Guadalupe, Tisa chiefs vow to strictly implement curfew on minors

CEBU CITY, Philippines — Curfew on minors in Barangays Guadalupe and Tisa will be strictly implemented.

Guadalupe Barangay Captain Michael Gacasan and Barangay Tisa Philip Zafra said this amid the recent incident involving an alleged rape of two girls in a lot in Good Shepherd Road at dawn last Sunday, April 7.

Gacasan and Zafra agreed to coordinate in implementing the curfew and to implement measures to prevent such an incident from happening again to minors in the barangays especially in Good Shepherd Road, which lies near the border of Guadalupe and Tisa.

Both barangay captains said they would also increase foot patrols in the area.

Gacasan called on Zafra to help them and coordinate with them in securing the Good Shepherd area.

A call that Zafra readily agreed on.

Gacasan’s actions were made after Sunday’s incident where three minors, two boys and a girl, engaged in a drinking session with also a 22-year-old man in an area in Good Shepherd Road at the border of Barangay Guadalupe and Barangay Tisa.

The drinking session ended in the two girls, 13 and 14 years old, getting drunk and allegedly getting raped by the boy, 15 years old, and his 22-year-old cousin.

Aside from agreeing to coordinate increasing the foot patrols in the Good Shepherd area, Zafra also called on the parents of minor children in the barangay to take care of their children and to check on them always especially at night.

He said they should not allow their minor children to go out at night.

He also warned parents that if they would catch minors roaming at night several times and would be involved several times in incidents, the parents would be held responsible and cases would be filed against them.

Zafra said one challenge of patrolling the area was that the minors loitering in the Good Shepherd Road area would cross across the border of Barangay Tisa so that the barangay tanods of Guadalupe would hesitate to apprehend them since it was no longer their barangay’s jurisdiction.

Gacasan said that with their coordination perhaps these could be addressed.

CEBU CITY, Philippines — Nearly half a million pesos worth of suspected shabu was confiscated in three separate operations in nearly four hours in Barangay Guadalupe in Cebu City on the late night of April 17 and early April 18.

Three persons were also arrested including the alleged supplier of the illegal drugs, said Police Captain Dexter Basirgo, Guadalupe Police Precinct or the Police Precinct 9, in an interview with CDN Digital on April 18.

First to fall was Richard Godoy, 47, of Barangay Kalubihan in Cebu City, who was arrested with 11 sachets of suspected shabu during a buy-bust operation in Andres Abellana Street, Barangay Guadalupe in Cebu City at 10:45 p.m. of April 17, said Basirgo.

He said that the suspected shabu had was estimated to be worth P3,000.

The arrest of Godoy came after the San Nicolas Police arrested Ramir Lofranco Bendol, a laborer, who allegedly sold suspected shabu near the police station at past 12 a.m. on April 17.

On the Andres Abellana Street operation, Godoy told police that he got his drugs from a certain Wanang and so a follow-up operation was conducted at 12:45 a.m. of April18, at the corner of Ingles Street and V. Rama Avenue in Barangay Guadalupe

Basirgo said there they arrested Wanang, who turned out to be Jobanes Ngipen, 38, of Barangay Pasil, Cebu City.

Ngipen was caught with suspected shabu with an estimated Dangerous Drugs Board value of P34,000.

During police interrogation, Ngipen pointed to Lexer Macan as the supplier of his drugs.

Another followup operation was conducted at 2 a.m. of April 18, at Banawa, Barangay Guadalupe, where Basirgo said they arrested Macan, who was caught with P442,000 worth of suspected shabu and a .38 caliber revolver.

Basirgo said Macan was from Barangay Quiot in Cebu City but his alleged drug operations included Barangay Guadalupe.

The three suspects were detained at detention cell of the Cebu City Police Office along Gorordo Avenue in Cebu City pending the filing of charges./dbs

CEBU CITY, Philippines — After confiscating nearly a half a million peso worth of suspected shabu four days ago in Barangay Guadalupe, police this time got a one million peso drug haul during an anti-illegal drug operation on Black Saturday in Banawa of the  Cebu City barangay.

Joshua Sudario, 19,  was arrested after he was caught with 150 grams of suspected shabu during a buy-bust operation in Banawa on the morning of April 21, said Police Major Kenneth Paul Albotra, San Nicolas Police Precinct chief, in an interview with CDN Digital on Saturday.

Albotra said the confiscated drugs had an estimated Dangerous Drugs Board value of P1 million.

Albotra said that after receiving reports of the suspect’s alleged drug activities, they verified them, and then conducted the operation.

He said that the Drug Enforcement Unit of the San Nicolas Police Precinct led the operation against the suspect, who had been arrested two times for possession of illegal drugs and illegal drug paraphernalia prior to his arrest on Saturday.

Police checkpoint outside his Guadalupe residence alarms Tomas

CEBU CITY, Philippines — A police checkpoint was established outside of his Guadalupe residence on Thursday afternoon.

Cebu City Mayor Tomas Osmeña alleged that a team of policemen coming from the City Force Mobile Company (CFMC) also tailed him during his Visita Iglesia on the same day.

He alleged that the checkpoint was moved to V. Rama Avenue, which is a major thoroughfare, in their barangay when he returned from his Visita Iglesia past 10 p.m. on Thursday and after barangay residents started to crowd a small chapel located across his residence to question the presence of policemen in the area.

“I live on a side street in Guadalupe, but instead of securing something (like) the bus terminals, churches, or other high traffic areas, PRO-7 has decided to send 10 (uniformed) police to make a “checkpoint” right outside my house. The main road is 100m away. When I left earlier, they left. Now that I’m home, they’re back. Earlier today, my wife had to ask permission to enter our own house,” Osmeña said in a Facebook  post on Thursday.

“There are brgy. captains reporting police in military fatigues standing outside their houses as well. And I was just told that the team leader of this checkpoint is the same commander who led the raid on captain Jojo Quijano’s house without properly serving the warrant.”

As of 4 p.m. today, April 20, Osmeña’s FB post solicited 3, 200 engagements; 915 comments; and 347 shares.

Osmeña said this was the first in his entire career as a politician that a checkpoint was set up just outside of his residence during the election season.  The checkpoint was also organized shortly after policemen also visited barangay Lahug on April 17 and allegedly knocked on homes for firearms inspection.

CDN Digital tried bu failed to reach Cebu City Police Office (CCPO) Director Royina Garma, who has been on leave since last week, for her comment. CCPO sources said that her doctor has advised Garma to take a leave of absence from her work to rest.

Even Police Major Chuck Barandog, CFMC head, failed to return calls and text messages sent to his cellular phone.

Osmeña told CDN Digital in an interview this afternoon, April 20, said that Garma’s absence in the city is a “bad signal” of something that is yet to happen.

“It is clear that the enemy is top brass,” he said.

“I hope they target me and not our supporters,” the mayor added.

But, Osmeña would not say what he plans to do next.

Still he suspects that Garma’s leave of absence has something to do with police visits on the residences of Bando Osmeña Pundok Kauswagan (BOPK) allies including himself.

Vice Mayor Edgar Labella, the mayoral candidate of Barug PDP-Laban, posted on his Facebook page on Friday morning that was police checkpoint was also established outside of their ancestral homes located in Barangays Mabolo and Bacayan, Thursday night.

“Tungod sa inyong presence, we all feel safer. Good job and more power!” said Labella who added the hashtag #KungWalayBinoangWalayKahadlokan to his FB post. /dcb

Comelec: Cops have discretion where to set up checkpoints

CEBU CITY, Philippines — The police have the discretion on where to establish checkpoints.

Amid questions on the establishment of a checkpoint near the residence of Cebu City reelectionist Mayor Tomas Osmeña, the Commission on Election (Comelec) clarified that the local police would have the discretion to decide when and where they would set up checkpoints.

Lawyer Marchel Sarno, elections officer in Cebu City’s south district, said in a phone interview on Sunday, April 21, that the police would only inform the local Comelec office if they would be conducting a checkpoint in line with the enforcement of election laws.

“It is usually the discretion of the police where they will conduct the checkpoint because they know supposedly kung asa gyud dapita mas effective. In fact, ang ila rang buhaton is to inform the Comelec kung asa silang dapita nagconduct og checkpoint,” said Sarno.

Osmeña posted on his Facebook page about the checkpoint manned by the Cebu City Mobile Force Company (CMFC) outside his home in Barangay Guadalupe. The mayor claimed that the police were allegedly tailing him even when he joined the Visita Iglesia on Maundy Thursday.

“The main road, where there is actual traffic, is 50m away from here, but they have set up outside my house in full battle gear, just far enough to avoid the CCTVs,” Osmeña’s latest post on the issue reads.

“Some people in the kapilya (chapel) across my gate tell me the police photograph whoever enters and exits my house. When I left earlier today, they left. Now that I’m home, they’re back,” the post added.

Although he could not ascertain if the checkpoint conducted by the CMFC is in line with the Comelec checkpoints for the upcoming May 2019 midterm elections, Sarno said the city police had coordinated with their office for a checkpoint along Doña Modesta Gaisano Street in Barangay Guadalupe in Cebu City.

Sarno also explained that aside from the Comelec checkpoints, the police could continue to operate their own checkpoints.

“Ang nainform sa ako kay sa Modesta sa Guadalupe. Transfer-transfer man gud na ang checkpoint. As I was informed by [Colonel Royina] Garma during our meeting before, ang checkpoint is 24 hours na siya, and every [police] station, they conduct og at least one checkpoint in a day which lasts for about one to 2 hours,” Sarno explained.
